Am I making the right call ?

So today I am putting in my two weeks at an ok paying job for a few reasons. This all started when I was told that I was on my way to becoming a VP . Fast forward a few months and the company gives the position to an outside hire. The cherry on top was that I had to train her. I essentially run the frontline operations for this company across 3 departments. However, the other thing that is holding me back is a certain employee complaining about me to my CEO about helping other departments instead of doing his work for him. This results in my bosses telling me to stay in my lane and not help those other departments as much. This has happened twice now. I am about to accept a position with similar pay , no PTO , but they have medical benefits. It’s more of a mom and pop place than the one I am at now. I guess I am worried about taking a small pay cut, but I also feel like I hit a ceiling where I am at now, and that I’m being taken advantage of.
