An acquaintance was required to pay out of pocket for a hearing test, even though their employer pays for the whole warehouse to get a hearing test annually

He's worked there for 7 or 8 years, his hearing isn't great, prior management had him stop taking the hearing tests. New management shows up, has no problem with him skipping two hearing tests until he damages something driving a forklift. The accident didn't hurt anyone and wasn't related to hearing at all, but now the new manager is worried about all the missing hearing tests, so threatens writeups if he doesn't go get his hearing tested. Insurance pays for the doctor visit to get referred to a hearing test, but doesn't pay for the hearing test. He brings the bill and asks them to pay but is told they won't. I've been googling OSHA and California law, but I can't tell if they're in the right because they require all new employees to take a hearing test, or if they're in the wrong because he's the only one that has to pay for it. Morally they could've just waited till the next hearing test, technically the new manager should've required he take the last two hearing tests, but I don't know if there's a rulebook he can put his medical bill on top of the next time he asks for reimbursement? Should he call HR? I know HR tends to help the employer and not the employee, but I don't know what to tell him.
