annual review – told university hires can only be “met expectations”?

My company (consulting) apparently came up with this new policy for my cohort of university hires approaching our first year, getting back first annual performance reviews. We’re to be ranked 1-5, where 3 is average and above 3 = up for raise, bonus, promotion, etc. Managers were told 3 was the max they could give us. Is that like… something they can really do? There’s no workplace protections against that? I fucking hate corporations. Get me out !! Free me !!!
