Any insight as to how franchisees set wages? And how to approach a department wide raise?

I found a job posting for the same position I work at the same company, but this location is franchised by a different person. Their posting is offering $1.50 more than I currently am. I've seen people on here state at a $3-4 raise doesn't matter to them but when you're making minimum wage ($15) it's a big deal! The franchise store I work at is also the busiest in the province. The only reason I can see why the franchise owner keeps staff at $15 is because he owns a 2nd location that only makes about 1/4 of the sales the first store does. The store offering $16.50 is making even less than the lowering performing store that though. Last factor is that there are also staff making base $16-18 for other positions they have which will result in them wanting raises as well (not a bad thing!!).

I would really appreciate any knowledge that could be shared about if this is realistic at all or how to approach such a conversation. Who better to ask other than this sub?

I don't plan to stick around for much longer, but of course I've already shared the job listing with some coworkers who are obviously disgruntled.
