Apparently it’s my job to call in a replacement

The policy where I work is to call off 4 hours or more in advance. I always assumed that rule was to give them time to find someone to cover. I've now been with the company 5 months, called off my 1st time and was bitched at for not finding coverage. I am 40 years old and have been working since I'm 14, this is the 1st time I've ever heard of this policy. Am I wrong for not signing the write – up and telling them that that's not my job? Edit: I gave them 13 hours notice!
