Are employers allowed to “cap” our tips?!

I just started a new job as a barista at a cafe. The other employees mentioned the owner “caps our tips at $10/hour”. So we get minimum wage plus a max of $10/ hour in tips. The tips are all on the paycheck and are split evenly by whoever worked that day. I thought this was strange and started counting the tips we made in an hour, and between 2 people working in one hour at a normal pace we got $35 in cash and credit card tips. Which would mean we should have each gotten about $17.50 in tips for that hour? They also write the paychecks by hand and the other employees told me to take a photo of my hours and double check that each paycheck is the correct amount. They also said I need to get Chase bank because the owner will take $10 off of…

Is it legal for her to cap our tips in California?
