Are my companies new arrival time policies legal?

My workplace just sent out a memo stating three things 1) clocking in more than 8 minutes early is a write-up unless pre approved 2) any clock in within 8 minutes of scheduled clock in will be rounded up to scheduled time 3) clocking in late at all, including a clock in time 1 second after the scheduled time (IE scheduled for 08:00:00 AM , clock in at 08:00:01 AM) will be a write up; no exceptions. This seems impossible for 80+ employees to do on a single punch machine, and even if it were, several aspects seem shady at best. Is this even legal? EDIT : same policies apply to clock out as well but for 8 minutes after shift end.
