Being punished for not being on-call

I'm not sure if there is a real complaint here but I figured I should ask. My boyfriend works for a chain electronics store. He's been part time since day 1. Sometimes they open up or hold interviews for full time positions but he's always been denied full time hours. They always try to call him in on his days off but he's usually busy with door dash or something else to make money when he's scheduled off. He told me last week that he's only been scheduled for 10 hours this week. Some of his coworkers offered him some of their shifts but when management was told they said “..no those shifts should be worked by full timers. But make yourself available for when we need you.” I might be wrong but it definitely feels like they're punishing him for not dropping everything and coming in on his days…

Is there any advice I can share with him? Obviously he's looking for a new job but of course that's easier said than done.
