Boss dodging my raise requests

My job has a policy of co-creating a new job description with you once you start to guide your work. I went over a year without this document in hand, after pushing it they started working with me to create it However, a few weeks ago a new budget for our organization was determined which that handed me responsibilities beyond my current role and scope. In particular, development related tasks that require a high level of skills and expertise. After bringing up my concerns, I was told my job description which was initially framed as an internal learning tool was provided without my knowledge to an external HR firm who “determined” my salary was adequate. Had they been transparent, I would have catalogued all my tasks for proper review. Since then I have brought it up once with the supervisor, who is the head of our organization in person, sent an email, (with no response) had an evaluation (which was excellent) and sent another following up request. Still, no meeting with HR was set up. In fact, I brought up the lack of clarity on how to access a compensation review and was told because of my concerns, new policy is being developed and I have to wait when I know for a fact other staff members have had their salary adjusted without jumping these hoops.

I am frustrated and angry. Any advice?
