Boss yelled at me for stating my pay rate in front of a coworker, refusing to give me salary I was offered upon hire

So I was looking more closely at my paychecks and realized that I was getting paid slightly less than what I was offered when I was (rehired) at the job. Assuming it was an honest mistake I mentioned it to my boss who said she would look into it. When she didn’t get back to me I brought it up with our regional manager. She immediately got “big mad” as they say and started yelling at me for stating my pay while my coworker was in the room and could hear me. I was confused because I’ve already told this coworker how much I make and I said as much, knowing it’s illegal for her to forbid me from discussing pay. I was confused because I’ve already told this coworker how much I make and I said as much, knowing it’s illegal for her to forbid me from discussing pay. She then said she “didn’t know anything about the rate I was promised upon hire”, and said that she didn’t believe me and stormed off. Later I emailed her asking why she would yell at me for stating my pay rate in front of a coworker, as I was trying to get her to admit to it in writing. I also sent her a screenshot of the pay rate I was offered upon hire which included the date and an onboarding form. She never responded. I was trying to give her a chance to fix it and give me back pay before reporting her for wage theft (my husband says I’m being way too nice). Then today i asked again and was told I won’t receive the original pay rate or back pay, but they’re giving annual raises in August and they’ll retroactive my annual raise to start in April at that time. (I was rehired in February). So at this point I’m just going to file a report but now I know they’ll probably punish me by taking away my annual raise in August.
