Break not allowed because *today* was a break

Work a minimum wage job in good and beverage. An event was being held nearby, something like a food truck convention. Affected today's business as we had 0 customers walk in. When it comes to break time, manager says no breaks are allowed and we can have a 20 minute lunch. I argue that I am entitled to an hour. Manager's excuse is that since there were no customers, technically the whole day can be considered a break, so no one is allowed to take their 1 hour and will have to settle for a 20 minute lunch. This is unfair, is it not?
