Can a company tell you, “you have to use your holidays during this period”?

Title but I’ll expand. Work is shutting down for 2 weeks in July for maintenance and again in December for Christmas, which means of our 28 days, 8 are used for bank holidays, 5 are used for Christmas/new years and 10 are used for July leaving us with 5 holidays we can decide when to use. Almost all of us are upset at the July 2 weeks since we have no say and it’s a long period of downtime in which we shouldn’t have to use our holidays for. Is there no way to get out of that 2 weeks? The Christmas holidays are fine, I’ve not heard anyone complain about that since it’s Christmas and most go home for that period anyway and those who don’t wanted to but never had the holidays.
