Can a job hire you only to slowly start giving you less hours to the point you haven’t gone into work in a month?

It's happening to a relative, at first they said it's cause they don't push for their extra stuff or new menu items, now they and another new worker haven't been scheduled to work whatsoever with no reasoning as to why. The regular workers all have the same schedules and it's not due to slow work, they are in a busy intersection. This is in California, a popular food chain and they are part timers. They trained for 2 days and afterwards were given 4 working days 4hrs a day, which slowed down to 2 days 2 and a half hours, then 1 day and now they have not worked in over a month. Any info or advice is welcomed for this situation.
