Can an employer reprimand an employee talking renegotiations during work hours? (US, KY)

Sorry for messaging here but I don’t know where to ask. Hello my roommate just got “reprimanded” by her manager and the upper boss for asking who to renegotiate their contract with. Apparently the contract agency has told her that it isn’t their responsibility as the workplace approves and sets base rates and would be need to be done by the workplace. The workplace has put in a extension or renewal of her contract already without discussing with her, but her workplace keeps telling her it is the contract agency that needs to be discussed with to renegotiate rates and PTO. She has discussed this process with another temp who is coming up on a new contract as well, and apparently this pissed the bosses off more because when they went up to ask as well who to talk. Hello my roommate just got “reprimanded” by her manager and the upper boss for asking who to renegotiate their contract with. She has discussed this process with another temp who is coming up on a new contract as well, and apparently this pissed the bosses off more because when they went up to ask as well who to talk. The company felt “blindsided.”

My roommate was unofficially called to the office and verbally reprimanded for doing this during work hours and “in front” of others.

I told her to currently email the boss what they discussed to get proof of the discussion as well as logging what she has done so far to renegotiate her terms. Isn’t this illegal for her company to do?

Also more fucked up shit this employer has done:

The boss has also told her there were going to be no more job openings on the team in the past (there is a new hire she has to teach, they are paid double then her)

Was told by boss that they can’t suggest employees to sign up for openings (the boss has to other previously)

Was reprimanded for coming in later than core hours when told initially the core hours where a different time verbally (has never received an employee’s handbook)

Was also given a back handed compliment over how she is the only one in the whole team completely caught up with her work, but said she must be getting easier work or something. Assignments are randomized and given in exact same amounts…
