Can Employers force you to take Time Off (PTO)

My partner is having issues with her Employer. They work in medical tech and have their machine malfunctions and have to reschedule patients. its a 9 – 5 for 40hours a week standard. In this case and several others, she was sent home earlier (or asked to come in late) . This is already under her 40 hours. When I asked what about her hours, She was told she has to take her Paid Time Off to fill in the hours she is missing at work. WTF? This doesn't sound legal to me and I am trying to find some more information about this. Their office is still 'open' but they dont want to pay her. But instead want her to use her very limited accrued time off to fill in the gap to make 40? I dont get it.
