Can I decline a meeting with HR and request communication through email?

I'm in Washington HR scheduled an appointment with me to talk about my concerns after I sent a brief email detailing how a new policy affects me. They are implementing a new policy that makes 39hrs a week part-time. I responded to her “Thank you for the invitation, but I would prefer to communicate through email. Thank you” I'm at work right now. If she insists on a meeting, can I reject the invitation without being reprimanded?
