Can I report a business to the BBB or my state department of health for not training their employees to handle healthcare crises?

There is a company I know of that was doing contract work for different healthcare organizations before the pandemic. They are now doing pandemic related work, however, they are not training their employees to handle when a caller could be in crisis, which recently caused an issue. The training is horrible and this company has a reputation for not being good. Unlike every other job I have seen, they do not require any healthcare background for their employees and are clearly not hiring people who understand what it means to call vulnerable populations. I'm worried that the people they call are not safe. Is this grounds to report to the BBB or the state department of health? Does anybody know f another community that might have some insight too?
