Can you form a union working for a small business?

Title. I work for a “small” brewery/restaurant. We've had a lot of disgruntled employees lately due to management trying to change a bunch of policies overnight. Everyone feels the same way about them, but nobody wants to voice their issues to management out of fear of being made an example for rocking the boat. Being a brick in the wall I'm definitely not in a position to take charge and bring these issues up. But I feel if the “lower” managers (they run the show day to day just not the behind the scenes/ big picture stuff), but if they were given the legal opportunity to band together they'd speak their minds. How do I help them?
