Can’t discuss resignation?

I accepted a new job recently and gave my employer 3 weeks notice. I was asked not to discuss it with anyone. My last day is now next week and everyone knows, because they’re approaching me in whispers asking for details. I’ve noticed this practice is very common in my organization anytime someone resigns. They will send out an organizational announcement email on the employees last day, but up until that point it is not discussed. 1) WHY are they asking this? Is it so that I don’t recruit employees to my new organization? And 2) is this legal to ask of me? I’ve been here for nearly a decade. I’d like to tell people goodbye before my last day when they finally announce it. :/ Edit to add- it’s also my news to share. I’m salty that I don’t get to make my own announcement.
