CC Fees deducted from paychecks, is this legal?

A friend of mine was recently reminiscing about a terrible job she had working at restaurant. She told me she got paid very little and mostly relied on tips, because her employer took credit card fees out of the workers' paychecks. Meaning that when a customer paid with a card, there was an associated fee, and the server had to pay that from their check. This sounds insanely illegal to me, especially after trying to look up the laws in our state. Is this legal? If not, where should she report this? She has a friend that still works there. We're in OR, USA.
