CFO involved in HR issue- is that normal?

So my boss/department head sent me an email yesterday stating that because of a mistake I made during a client phone call, I would be barred from handling any business related to that client for the next 60 days. It’s clear they’re trying to push me out, as his directive was never clear in the first place, and instead of having a discussion with me, he sent the email and CC’d both our HR manager and our chief financial officer. My question is, is it normal for the CFO to be included in something like this? This hasn’t been the first time she has been involved workplace conflicts, and I am really starting to question if that’s protocol.
