Companies don’t seem really concerned that people “won’t work” or that there are high turnover rates

I don't think companies are worried that people are “not wanting to work”. Sure they want to point out that the unemployed people are “lazy” or “not motivated”, but they aren't doing much to entice people to apply for them in the first place. I mean obviously there must be something that's causing them to still be looking for people. Whether it's low wages, high rent, long hours, workers being overworked, not getting recognized for your job performance, getting recognized but not getting a raise that you deserve, etc. If all these companies looking for people were so great there wouldn't be all these “now hiring” signs.
