Company being cheap to it’s own detriment

Just a rant, I'm leaving this place once i finish additional training. A few days ago i was heading a meeting with a new technology provider, while being the most knowledgeable person about the subject I'm the most junior in the company, so my power is limited, I'm the “head of a department” of one, because my boss is cheap and is not hiring. I saw that they could supply us tech that would increase our efficiency, and the safety of our product by an order of magnitude or two. (10-100 by times) But the CEO decided that it's too expensive, and we'll stay with the rubbish we have now, while the 400 other companies that do what we do are going to surpasse us in all metrics within a year (one of the other “department heads” says that by July). At least I'll know who to get the tech…

At least I'll know who to get the tech from in my next workplace.

I really don't get the idea of being cheap to loose all the investment in the company later.
