Company Christmas party.

I work at a branch of a larger corporation. The corporate office is having a catered party with gifts, games, food and most of the workday off. Our facility was given a budget for a party and the manager decided we would eat sandwiches during our normal 30 min lunch and have a raffle for 2 TV’s. So 2 people will get something and the rest nothing. Usually the corporate office sends out gift cards. Our managers excuse for not using the money for everyone was that the company will report them as income. In the past it’s been $30 and they do report it as income on the W2. Am I wrong for thinking this is a bad idea? I don’t need a Gift card or the tv and will not enter my name in the raffle.
