Company is “forcing” 40% of the work staff to move out of state with only 5 weeks of time to plan

So our company is forcing 40% of the work staff to move out of state. They gave a month to accept or decline the offer and two weeks after the month ends to begin work. People asked HR that if they decline because they simply can’t what happens. If they could get unemployment. They said it would be classified as “voluntary termination” Would the state approve this for unemployment or fight it?
