Company refusing to pay earned commissions if you miss sales quotas

I was hoping to get some advice for a friend who works a job in sales. Each month they have a quota of sales to make. Their commissions are based on actual service use though. So for example, my friend makes a sale to a colony in January, that counts to their quota. But they earn commissions in February, March, etc based on that companies actual use rate. So by July, your commission inclusions companies you sold to back in January. Without asking them to sign anything, the company is now saying they if you miss your quota, they won’t pay out the next months commission. So in august, you don’t hit your sales quota, in September, no commission check, even though that commission is already earned based on prior sales. This feels like wage theft to me, but I don’t really know the laws well enough.
