Declined an IT Analyst Role at my City

Yesterday I was offered a job for an IT Analyst Position for my City (185k People). I’ve been in IT for 8 year. I’ve got got my A+ and Net+ but they’ve expired. They offered me $47000 (entry level pay). The pay range for this position is $44k to $75k. The requirements are BS + 1 to 2 years experience or a mixture of both. My current position as a federal contract to hire for one year and then afterwards I get a pay pump for $69k, GS-11. I don’t know how lowballing someone is supposed to benefit them. Especially in local government. We know they absolutely have the funding but are going to miss out on young talent as the workforce continues to age out. I’m feeling pretty defeated and I’m just not sure what path I should be taking in life as a consequence. I was really looking forward to the position as my degree has a lot to do with Management, Purchasing and Procurement within IT.

How is anyone even living on $47k a year in any metro area?
