Do All Millennials Do This?

I work in a mid size start up (500 ppl, abt 5 years old). Whenever mid-level leaders (directors/sr managers) are discussing how to move forward and resolve an issue, there is a propensity of millennials that feel copying the ELT on the (long) email thread is a good idea. Is this some kind of new behavior or are they just that inexperienced in a business setting that they don’t know the etiquette of the situation? If I was on the ELT, I would be pissed about my email being blown up and cluttered with trivia that I would expect the lower level leaders would be taking care of. What are they actually accomplishing by copying the execs other than irritating them? What am I missing here? I’ll add I have over 30 years professional experience, am in a director role, but am newish (3 years) to start-up culture.
