Do employers really care about why you left previous roles/companies??

I work in the financial services industry so why I left a firm is all documented since it had to be for federal regulations but what about most other jobs in different sectors? Like is it some psychological game/mind trick they play when they ask you why you left your previous role? I some use that as an excuse not to hire you or to hesitate hiring you but if it didn’t involved any criminal wrongdoing, or any policy violation, then it shouldn’t matter right?
