Do you trust managers who want you to call instead of email?

I say be careful of a manager who says just call me, you don't need to email. There will be no record of any call. I've seen managers have a call and say things they wouldn't on email. If you raise concerns on email they don't like this because they don't want to act and are concerned of the paper trail making them look bad. Discuss.
