Doe HR care if you’ve applied to multiple different jobs?

Edit: the jobs I’m applying for are with my current employer/company. I work for a Fortune 500 company that uses Workday. I’ve outgrown my role and find that my responsibilities in the role have eroded to an absurd degree. Does HR care if you’ve applied to, hypothetically, a dozen jobs for which you meet the minimum qualifications? And to what extent do they dig into the data to see why people are trying to leave departments? Are there blacklists if you try to apply to multiple jobs within a short timeframe? And I know people are interested in me, 25% of my applications have resulted in interviews. I’m just really tired of my role being marginalized by my company.
