Does anyone else find this suspicious?

I live in VA where the minimum wage is $12/hr. I’ve been looking for a job for quite a while and came across the following job. A number of flags were raised for me while I read her “employment summary”. Does anyone mind reading this over and letting me know what impression you’re left with? This is the message sent to me me via text: This is our new-hire job summary, please read carefully: We're located at xxxxxxxxxxxxxxxxxxx. This is our new-hire job summary, please read carefully:
We're located at xxxxxxxxxxxxxxxxxxx.
I start everyone out on a probationary training period to assess what you know, how quickly you learn, to see how reliable you are, & if you're going to stay with us for longer than a few hours/days/weeks. Starting training pay, is $90 per day with an automatic pay raise after 90 days. I realize you have experience and operating the skid steer/forklift is a higher paid position so I'll get with your boss & see what wage you should be started out at and let you know, but it won't be below $90 per day. It's not impossible to get a pay raise sooner than 90 days, but you've got to show us that your work ethic & dependability, is equivalent to a higher pay rate. Never the less, all new hires will receive an automatic pay raise at 90 days for just staying with the company.
Our pay week runs Monday thru Saturday if we work on Saturdays, & pay day is the following Friday. All new hires are held back 1 week but you will receive part of your pay the first Friday you work so you won't be without money & trying to come to work for 2 weeks. We deduct taxes from all employees and issue pay stubs, and your payroll check will be automatically cashed for you by the company.
Our daily work hours are from 7am-5pm & with one hour for lunch from 12p-1p, & several breaks throughout the day. Anytime you stay after 5pm you will be paid overtime pay. We try not to work every Saturday but it depends on our work orders. Working on Saturday is NOT optional & not showing up for work on a Saturday is cause for immediate dismissal! When we have to work on Saturday we try to only work a half day but you'll still be paid for the full day.
Our attendance policy is, if you have to miss a day for court, probation, doctor, or illness, something you have a scheduled date in advance for then YOU MUST LET US KNOW IN ADVANCE, by texting both xxxxxx xxxx at xxx-xxx-xxxx & myself at this number, xxx-xxx-xxxx. If its an unexpected absence/tardy, if you're unexpectantly going to miss, be late for work, or late coming back from lunch,
then we both need to know via text as soon as possible & ideally before 7am if your not going to be here for the day so we can prepare for your absence. For all absences you must bring in a excuse from your appointment to be excused and permitted to return to work. Our policy states, No Call, No Show, equals No Job! We have a ZERO TOLERANCE POLICY when it comes to excessive tardiness and/or absences. We operate in a SMOKE, DRUG, & ALCOHOL FREE workplace. Also we have ZERO TOLERANCE to any substance use while working on the job due to safety conditions. If you're a smoker, you may vape, dip, or chew but ABSOLUTELY NO FIRE is permitted on the property & if you're caught smoking it will be grounds for immediate dismissal.
We offer paid holidays off, bonuses for birthdays, production, & attendance incentives, also after 6 months we offer partially paid, medical & Aflac benefits.

The wording is so suspect and… scammy for a lack of a better word. How are they legally operating while paying employees below the state minimum wage? Why are they cashing the employees paychecks for them and handing them cash? Thoughts?
