Does denying a forced job change constitute firing or resignation for unemployment purposes?

so to start off, this is about WA, USA. Thanks in advance to anyone who can give me information: I work in the military, so I'm not super familiar with civilian employment laws, but my fiance is in a shitty spot, and I want to help her out by taking some of the research burden off her shoulders. What would happen if an employer decides to scrap the department you work in, but instead of firing everyone, they offer them jobs that are nothing like what they're currently doing? If one were to refuse this new job and instead insist they be given a new position that's in line with what they were hired to do, would they get fired, or would they be considered to have resigned? More to the point, if it is considered a firing, would that person be able to claim unemployment?
