Does it really make sense for a company to reduce your salary to account for PTO?

I told a company I want $x/year. They sent me an offer letter for $x minus 10%. I assume this is to account for PTO and healthcare benefits. If a company reduces your salary to account for vacation + holiday time, then technically it’s not “paid time” off, and you're not truly getting compensated for the allocated vacation time…right?
