“Don’t burn bridges” – why is this phrase constantly repeated to workers, but seemingly never to managers?

Whenever a worker is quitting a job I keep on hearing the phrase “be careful not to burn bridges”. Do people not realise that a worker is quitting because the manager may have already burnt the bridge? It’d be great if they taught it in management 101 – and that relationships are not one sided!
