Employer REQUIRES proof of Hardship Withdrawal?

I am asking for a Hardship withdrawal from my 401k. My employer will not approve or Deny unless I prove why I need a hardship. Well according to the IRS I am no longer required to prove to my employer. I found this article that states: Employees no longer routinely have to provide their employers with documentation proving they need a hardship withdrawal from their 401(k) accounts, according to the Internal Revenue Service (IRS). Employees do, however, need to keep source documents, such as bills that resulted in the need for hardship withdrawals, in case employers are audited by the IRS, the agency said. https://www.shrm.org/resourcesandtools/legal-and-compliance/employment-law/pages/irs-hardship-withdrawals.aspx So can I be forced to show proof or just file it with the IRS? Anyway to push them to approve it?
