Employer Requiring 45 day notice

Hey my friend is a 1099 and his new agreement has this language: “Completion. This agreement is at will and does not require a contract expiration date. A minimum period of notice of forty-five (45) days is requested in the event that Subcontractor intends to no longer provide services to COMPANY. COMPANY is a small organization, as much notification of the intended termination of services is requested to allow for appropriate transition” Does this language legally require him to provide a 45 day notice or is it suggestive because of the use of “is requested”?
