Employer won’t pay me for my PTO, and I can’t use it before I leave.

Just called my corporate office and asked about being paid for my PTO that I have accrued. Even though the handbook I signed and is on my payroll app says I have to only be employed for 12 months (I have been here for 1 yr and 9 months), they “apparently” changed this last August and have switched it to two years of employment is needed. I don’t recall this change being announced. So I won’t be getting paid for the 65 hours of PTO I accrued.
