Ethical doubt. Ask or don’t ask for money

At the beginning of the year I agreed with my boss for a raise, in this way: I got a little raise on my standard paycheck, then a variable amount of money given by vouchers. This amount is meant to fill the gap from the total amount we discussed (random numbers, 2000) and the amount on the paycheck. So if I receive a 1500 paycheck the vouchers will be for 500, for a 1200 paycheck I’m going to receive 800 from vouchers and so on. This year our government raised the flat amounts for paycheck calculations, so my first pay of the year is higher than usual and I guess the next ones will be the same. Am I right to ask for a negotiation? This way my colleagues will earn more and I’ll be stuck at the same pay level because my boss will say “oh no we agreed…
