Failed a test which was the same score as someone who passed.

So I recently took a test at my work to get into a different program within. (This test was taken through the college connected) I passed above average in everything except one subject, but my issue with this is that I scored the same as someone else who is actively in our pool. No one else has passed since. I wanted to confirm that my test scores were accurate through the college and this was the email I received. Hello, Unfortunately, we are unable to release scores directly to the candidate. The employer has paid for the test results and therefore owns them. It is up to each employer to determine how (or if) they share the results with the candidate. Have you contacted the employer to ask for your scores? I've actually never heard of this which is why I wanted to throw it on here for you all.

I emailed back about any other sources, the problem here is that I cannot contact the person who runs this through my employer because she has held grudges on me and clearly has shown she does not like me for years. (She got mad one time I questioned her training methods and showed factual proof on the information she was providing people was invalid, and had nothing to do with helping them except paying $30 per pre test. She even went as far as putting a statement about our feud on the job posting which all of my co-workers could see which made the running joke of “She might as well of just put your name on it.”)

Is this right or wrong or something I should investigate further?
