Fiancé’s job switching her to 1099 after moving. Is she getting f’d over?

My Fiancé and I live on the east coast, but are currently getting ready to head to the other side of the country for a job I accepted. Her job recently contacted her saying that they need to change her to a 1099 employee because having employees in other states is expensive for the company. This sounds kinda fishy to me since she has already been working remotely, and her job duties would be exactly the same. We requested that her hours be shifted to align with her new time zone, but they refused to do so – resulting in a shift from 9-5 to 6-2. Does this sound legit to you guys?
