Fired over a rule that was never unforced before and I was never given an Employee handbook. Is this allowed?

I was never told that if you use up all your PTO that you couldn’t have a day off. I needed a day off for apartment maintenance to fix a leak and had 7 hours of PTO. I asked what I need to do because I needed the leak fixed. He said I’d have to be moved to Part time without benefits if I’m working part time hours. Also, we run out of PTO because he make you take it in 8 hour intervals, sometimes 4 if he’s feeling nice. Is any of this legal? I never received a handbook with this info nor spoke of this rule when I’ve taken time off when I didn’t have enough PTO. I think he just wanted to let someone go because work is really slow and he hired too many people, and I was the highest paid one. Edit: I’m in California
