FMLA across 2 jobs?

I am reading a lot of confusing information about FMLA. I'm already approved for 10 weeks of FMLA at my current job (City government). This is fine. My job is protected, HR approved it, my colleagues do this, I'm not worried about that stuff, I have my doctor's note for my health issues. BUT, I'm also about to change jobs to working for my County, and haven't yet told my current employer. I'm planning to negotiate my start date so I can ride out my FMLA, then start work after it's done. That said – is the 12 weeks of FMLA allowable per year tied to the EMPLOYEE (meaning I get 12 weeks total per year, no matter whom I work for)? I've read conflicting things about whether the qualifying factor is working 1 year with the same employer (either continuously OR discontinuously in total), or you work 1 continuous year total regardless of how many qualifying employments you have during that 1 year.

If I get 12 weeks of FMLA per EMPLOYER, I'd just extend my currently approved FMLA for another 2 weeks because fuck it. But if it's per EMPLOYEE, and the 1-year requirement crosses employers, I'll hang on to that 2 weeks in case I need it again. Just trying to figure out whether to tack on the remaining 2!
