Frustrating experience with wage compression

I have been at my current job 4 years. It is a warehouse clerk job. When I started working there the pay was a bit low, $11/hr. But there was a dollar an hour bump if you stayed a year. I have gotten promotion and raises on top of the one year retention bump. To where I was making $15. Then just before Christmas they gave us a “market adjustment” and I was making 15.50. But currently they are starting brand new employees off the street at $15, so I asked for $17. They gave me $16 and a promised 3% max raise at the end of the year. My boss told me that was the best they could do because my position has a $17 salary cap…. W am just frustrated because of I go somewhere else I would start over at $15, and more importantly.
