genuine question: How *are* employers supposed to handle employees calling in sick?

It seems to be a common stance for people in this sub to not answer any calls or texts from their boss when they're not on the clock. When employers struggle to fill in for a sick worker a popular sentiment around here seems to be that co-workers shouldn't have to abandon their free time and that employers should be prepared for such an occasion. So how would you prepare? Overstaff so that with one or two sick workers there're still enough? Have workers benched who only work when they need to fill in for a regular worker? Accept that the location will be understaffed and less work will get done/customers will be less satisfied? I know that this will depend on the type of work so feel free to include what kind of work your suggested approach is for. I'm genuinely curious for your answers! Edit: I should add…

Edit: I should add that I work in assisted living where we can manage not being completely staffed by having someone cover two houses where no resident requires intensive care.
Just curious how other places manage.
