Getting stuck where I am in my job despite being told I do well

I have been in this organization for over 6 years now. I work hard and I care about doing a good job even when other peers have given up. All my reviews have been great and I’m constantly told by managers that they are happy with my performance and bring a lot to the table. But there’s another side to it that is emerging. I’m told by a coworker I trust the managers dislike me for some reason, they block opportunities for me to move up within the company but keep me in this department. They also don’t want me training new hires or pursuing any relevant goals despite saying my experience is critical to helping new people learn. I know feel like I’m in a bad situation where I can’t move up but can’t just relax like things are all fine. Applying to jobs at other companies is a long and tedious process which leads to frustration. What should I do?
