Got a job offer for “piece rate” work at less than minimum wage.

So I was offered a job doing “piece rate” work at a fixed hourly rate of 13/hr plus 6 dollars commission for every 25 minute task I complete and 12 dollars commission for every 50 minute task completed. When I countered and asked to have the base rate raised to at least 14 (which is minimum wage for my area) they came back saying because it’s piece rate work, that it is not based on minimum wage. My question….is this legal? At the end of the day I would be making more than minimum wage most of my hours worked, but there are some instances like training where I will only be receiving the base rate (I.e. mandatorily coming in to be paid less than minimum wage). I am in desperate need of work but this seems kind of shady, and I don’t want to start off somewhere feeling conflicted.
