Had to quit a job and am now being told I’m not entitled to an upcoming check

Got hired at a dispensary that was set to start training employees, as the store is brand new, hasn’t opened yet, so none of us that were hired have worked yet. Fast-forward a month, the date of training and opening has been delayed twice, and the company decided they would give everyone two thirty-hour checks to make up for the inconvenience, which is now being called “paid time-off”. It was mainly an incentive to keep people from quitting, as we’d all been sitting around for a month. Things have gotten so tight, I had to move on and take a job that’ll start me quicker. I asked if the management wanted my help opening the store, or if they’d prefer to move on without me. They opted for the latter, which is fine, I just wanted to be courteous and offer. I just don’t understand how I’m not entitled to…
