Held in interview limbo for a month

I applied for a tech job at a public school district last month, filled out their lengthy application, interviewed on Zoom, then did an in-person interview and troubleshooting test at the school. This would be a temp job replacing another tech who’s on medical leave, but could lead to a full-time job. Full benefits and good pay. They tell me they’ll let me know “early next week” (i.e. last week). No email or call from them. I follow up with an email, no response all week. Then, this morning, I get an email apologizing about the radio silence, and they tell me the person I’m replacing might be coming back from leave but they will know on Friday. So in total, I will have waited about a month in limbo for nothing. Why are real person jobs like this?? It makes me want to go back to the service industry.
