HOA board wants me to email property management company that I don’t plan on making claim against them..? What in the world, is this what we’ve come to..?

So this is a first for me. And this is a bit ridiculous. I've done work for other management companies in the past. Let me explain… A management company reached out to me, saying a neighborhood/HOA, needs their fence cleaned (had never been cleaned EVER in 10 years). I do the job, it's a doozy… I needed money at the time so I underbid it. Dumb. Foolish on me. Whatever… Now in order for me to get paid… the management company lady who is calling the shots in this whole thing, is saying the HOA wants me to email HER an email/letter stating that, I don't plan on filing any claims against the association (hoa). This is a bit ridiculous IMO… never in 5 years of doing this have I been mistrusted at this level. Whatever. I plan on sending them a short email stating the following, “I do not…
